Pen used by Governor Roosevelt in signing a Senate Bill to create a temporary state commission to act with similar commissions in New Jersey and Connecticut to formulate a treaty between the three states and federal government to prevent pollution of waterways, April 23, 1931, being Chapter 671 of the laws of 1931. Affixed to certificate signed by Roosevelt and his secretary attesting to the authenticity of the pen, Apr. 27, 1931.
